Dr. Charles J. Cohen, one of the pioneers in establishing the Dahlgren naval base as an internationally recognized center of national defense research, died on Wednesday, October 14, 2009, at the age of 98. Cohen, who had been living at Heritage Hall Health Care in King George County in recent months, is survived by his wife, Dorothy, of Westmoreland County; his daughter, Elissa Steeves, of Blacksburg; and grandson, Charles Steeves, of Ft. Collins, Colo. A Baltimore native who entered Johns Hopkins University at the age of 15 and emerged with a PhD., Cohen began his work as a mining geologist, first in Africa and then in South America. Beginning his career at the Dahlgren base in the 1940's, he became one of the world's leading authorities on using large digital computers to solve critical scientific problems. He helped confirm the Earth's pear-shaped gravitational field, which led to the development of the Global Positioning system. During his long career at the King George County base, which ended in 1977, Cohen helped lead Dahlgren's entry into research that was key to the development of guided ballistic missiles. Until the past few months, Cohen had been living with his wife, Dorothy, near Colonial Beach. He kept up with the news, while recalling research projects and business trips from decades ago with a precision that belied his years. Despite failing eyesight, he studied the mathematical patterns in sunflowers. He recalled his five years in Africa during the 1930's, when he roamed what is now Zambia, testing for mineral deposits and shooting antelope for dinner. Soft-spoken and self-effacing, Cohen was held in awe by Dahlgren scientists of the 1950's and 1960's. A recent history of the base, "The Sound of Freedom," described him as "an uncommonly gifted mathematician with keen foresight, and initiative." An annual award named for Cohen was established this year at the Naval Surface Warfare Center Dahlgren Division to honor excellence in science and technology. Services and a private burial will be held at a later date., Make a memorial contribution |

Richard Lynn (Dick) Kelley, 63, of Vinton, Va., completed his final triathlon on Wednesday, October 14, 2009. As he crossed the finish line his biggest fan "Sweets" cheered him on as he received the biggest, and grandest trophy of all time. He was preceded in death in July of this year by his father, Robert F. Kelley Sr. An Army veteran of the Vietnam War, Dick served for 11 years achieving the rank of Major before leaving the Army for a job with the Bedford School System and then later a job as Assistant Superintendant of Operations with the Roanoke City Public School System. In that position his job responsibility was to be the Superintendant's "right arm." He served in this capacity for 25 years before retiring in 2005. During his tenure he was responsible for the planning, renovation, and construction of 14 of the school buildings that the system now operates. Just last month he was recognized for his work at the dedication and ribbon cutting at the new William Fleming High School., Much has been written about his love of sports and his being an avid outdoorsman. These activities included participating in marathons, triathlons, skiing, running, biking, and hiking. In addition to these activities, he also worked to maintain a nature trail at Bobblett's Gap along the Appalachian Trial. His attention to detail was evidenced by his taking the time to identify the plants along the portion of the trail he maintained. He was also known to leave provisions at the Bobblett's Gap shelter for the comfort of those who would use the facility for rest as they hiked along the trail., During the colder months when he couldn't spend time outdoors, he would spend his time working with his longtime hobby of model railroading. Anyone who has seen this display can attest to his amazing talent and attention to detail., Surviving are his wife of 31 years, Carol Kelley; children, Jack Eppard and wife, Melanie, of Rhome, Texas, Teresa Phillips, and Brad Eppard and wife, Debbie, of Raleigh, N.C.; mother, Eleanor Kelley, of San Diego, Calif.; grandchildren, Patricia "Tricia" Gangstad and husband, Erik, of Ft. Frank E. McConnell NORFOLK - Frank Emory McConnell perished Oct. 15, 2009. He was born in Canada in 1931 of U.S. citizens. His parents were from Mississippi and Tennessee, and he claimed to be the only kid in Montreal brought up on black-eyed peas and grits. The family moved to the U.S. in 1941, settling in Larchmont, N.Y. He graduated from Lehigh University with a B.S. in mechanical engineering. From college he went to Navy OCS and from there to Mare Island Naval Shipyard as ship superintendent for submarine overhaul. Later he was transferred to a destroyer tender as assistant engineering officer. Frank's career was in shipbuilding and repair as a result of his initial Navy assignment and his attraction to ships and the sea. His major employers were Electric Boat in Groton, Conn., Ingalls Shipbuilding in Pascagoula, Miss., and Metro Machine in Norfolk. He was design project engineer for Triton and Lafayette classes of submarines, and was Electric Boat's representative aboard Triton during its highly publicized submerged circumnavigation in 1960. His last assignments at Metro Machine were as a program manager for multi-year Navy ship maintenance contracts, and president of a Metro Machine subsidiary developing solutions to longstanding shipbuilding environmental issues. He was a member of several professional societies and their committees and had a number of technical papers published, one of which won a national award from the American Welding Society. He was a co-holder of seven patents. He retired in 1996. Among his obsessions outside of work and family were yacht racing, steam locomotives, and Gilbert and Sullivan operas. He raced small boats - his first competition was the Boys Championship of Larchmont Yacht Club in 1945 and his last was the City of Yorktown Annual Regatta in 1988. He won them both and many in between. After his retirement from racing, he and his wife cruised extensively, mostly aboard their Nonsuch 30. He had been an officer/and or director of the Lehigh University Sailing Club, Ram Island Yacht Club (Connecticut), Ocean Springs Yacht Club (Mississippi), Biloxi Yacht Club (Mississippi), and the Elizabeth River Power Squadron. He was also a member of the First Presbyterian Church, Norfolk. He was a steam locomotive enthusiast and memorized every word to every Gilbert and Sullivan opera recording. He was a member of a close and loving family. He is survived by his wife of 55 years, Barbara; daughters, Susan Baker and her husband John, Ann Veeck and her husband Greg; son, Jim McConnell and his wife Trish and Weimin Sun and wife Tracy; granddaughters, Georgia and Maggie Baker, Sarah and Robin Veeck and Bailey McConnell; grandsons, Blake Emory McConnell and Benjamin Frank Sun; his brother, William R. Patricia Racsumberger SUFFOLK - Patricia Haywood Racsumberger, born Nov. 4, 1949, died peacefully Thursday, Oct. 15, 2009, after a courageous 12-year battle with cancer. Her family and friends were at her bedside. She was a loving wife, mother and grandmother who spent her life taking care of family and friends. After becoming a mother herself, Patti used her gifts to shepherd her own children and stepchildren. She was a model of sacrifice, foregoing individual pursuits in order to devote her energy to her family. Patti was an eloquent speaker, a talented writer, and a witty conversationalist. She enjoyed ceramics, but refused to make money on her creations. Her Christmas trees were always beautifully and uniquely decorated, as were the impeccably-wrapped presents that rested beneath them. Patti was also a phenomenal cook who refused to go to a party without bringing a dish. She was diagnosed with breast cancer in 1997, but continued to live her life despite the diagnosis. Her favorite quotes were, "Life is not about waiting for the storm to pass; it's about learning to dance in the rain" and "Cancer sucks." She traveled to Europe three separate times, raised money for cancer research through the Relay For Life, and fought through the effects of chemotherapy to be present for significant family milestones during her final years. She never complained, frequently saying, "I have cancer, but I'm not sick." Most importantly, Patti was a devout Christian and the spiritual leader of her family. The unwavering faith she displayed throughout her lengthy battle with cancer was a testament to all those around her. Patti is survived by her loving husband, John Racsumberger; parents, William and Iris Haywood; three children, James McKinney Jr. and his wife Natalie, Joshua McKinney, Julia McKinney Falke and her husband Carlton; brother, William Haywood Jr.; two sisters, Tonya Haywood Janosz and her husband Allen and Deborah Stovall and her husband Jim; stepson, Jason Johnson; stepdaughter, Beth Ann Tavano and husband Jason; two grandchildren, Keegan and Noah McKinney; stepgrandchildren, Jason Alan Johnson and Payton Tavano; nieces, Ryan and Gabriela Haywood, Leah Bruno and Rachel Janosz. A funeral will be held at 2 p.m. Monday, Oct. 19, at Rosewood-Kellum Funeral Home, 601 N. Witchduck Road, Virginia Beach. Burial will follow in Rosewood Memorial Park. The family will receive friends Sunday, Oct. 18, from 4 to 6 p.m. at the funeral home. In lieu of flowers, the family asks that memorial donations be made in Patti's name to the American Cancer Society. Arthur E. Thibodeau DUCK - Arthur Ernest Thibodeau passed away peacefully at home on Oct. 14, 2009. Born March 10, 1948 in Beverly, Mass., to Ruth and George Thibodeau, Art leaves behind to cherish his memory his wife of 27 years, Monica; his children, Allyson, Christopher, Ryan, Michele and Matthew; sister, Lee Fitzgerald; niece, Jia; grandchildren, Cole and Reagan, as well as many other family and friends. All who knew him will remember him as a loving father and husband, an accomplished entrepreneur, and a generous man who had a passion for living. His earlier years were spent serving in the Army during the Vietnam War, graduating Amherst College, and starting several business ventures which led to a very successful career with national computer companies. Locally, as president of Carolina Designs Realty for 18 years, he led a group of dedicated employees that he considered his extended family. He was awarded two patents for his ingenious software development. Art loved haddock, Howard Stern and lived the motto "it's all bs" - he tried not to sweat the small stuff. Beyond his love of motorcycles, he had a passion for flying and recently accomplished his dream of becoming a pilot. Art was taken from us too young, but he will live on in our hearts. A celebration of his life will be held at Holy Trinity Catholic Church in Nags Head on Monday, Oct. 19, at 1 p.m. The family suggests that donations in honor of Art be forwarded to your favorite charity.
